Who's eligible:
a. Filipino citizens aged at least eighteen (18)
b. Not employed, not in education (OSY are a priority), and not in training (NEET),
c. Including displaced workers and the long-term unemployed;
d. Employed workers aiming to enhance their current skills and training, excluding those already trained by their employers.
